Public-sector e-procurement

Procurement your auditors, suppliers and citizens can trust.

DigiProcure AI covers the whole cycle, from procurement plan to payment, on one platform. Bids stay sealed until the committee opens them, every decision leaves a record nobody can rewrite, and AI helps your team without making decisions for it.

Built for public money

Fairness the system enforces, not just a policy document.

Commercial procurement tools are built for speed. Public procurement must also be defensible: committees, sealed envelopes, segregation of duties and public disclosure are part of how the platform works.

Bids nobody can open early

Bids are encrypted in a dual-lock vault. Opening needs the tender’s committee key holders, at the official time, in a session with an attendance record. One person can’t do it alone.

An audit trail that can’t be rewritten

Every sensitive action, including views and downloads, is written to a hash-chained audit log. Normal application APIs can’t edit or delete it.

AI that assists, never decides

AI drafts, summarises and flags risks. Evaluation, award and approval stay with your committee, and every suggestion is logged as accepted or rejected.

Transparent by default

A public portal for each agency publishes open tenders, results, contracts, supplier listings and red-flag indicators, with open data exports in OCDS style.

AI governance

AI that drafts, checks and flags. People decide.

Draft tender documents, generate compliance checklists, detect restrictive clauses and summarise bids. Each output is labelled, explained and logged, and a person accepts, edits or rejects it.

How we govern AI
AI suggestion · Restrictive clause check

“Clause 4.2 names a single manufacturer’s model. Consider adding ‘or equivalent’ with performance criteria.”

Questions

What buyers ask first

Can the AI award a tender or change scores?

No. AI can draft, summarise and flag, but award, scoring and approval always need a human decision under your configured workflow. Every AI suggestion is logged with what the user did with it.

Can anyone see bids before the opening?

No. Envelopes are encrypted at submission and can only be decrypted by the tender’s committee key holders during the opening session. Each view and download after that is recorded in the audit log.

Does it support two-envelope and three-envelope procedures?

Yes: single, two-envelope (technical then financial) and three-stage (pre-qualification, technical, financial). Each later envelope stays sealed until the earlier stage is complete.

Can we host it ourselves?

Yes. The platform ships as containers built on open components and can run on your own infrastructure or a national cloud.

Can our approval chain and forms be different from another agency’s?

Yes. Workflows, registration forms, document requirements, fee schedules, tender defaults and reference numbering are all configured separately for each agency.

Which languages does the platform support?

English, French and Arabic, including full right-to-left layout. Suppliers and staff each choose their own language.
