1. Bid security
- Who, technically, can read a bid before the official opening time, including administrators and the vendor’s staff?
- Are bids encrypted at submission? Who holds the decryption keys?
- Does opening require several committee members? How do they authenticate?
- What happens to a committee member’s key if they are replaced?
- Can technical and financial envelopes be opened in separate, enforced stages?
- Are envelopes of disqualified bidders kept unopened?
- Can opening minutes be changed after sign-off?
- Is every view and download of a bid document logged? Show the log.
